Controlled Substances Program

The Rutgers Controlled Substances Program applies to the proper use of Controlled Substances (CS) by University personnel in research, teaching, and clinical veterinary care of research animals. The CS program does not apply to university healthcare professionals using CS in humans for clinical or research purposes. The objective of the CS program is to to guide university personnel in the performance of activities involving CS, to facilitate compliance with state and federal laws, enforce internal standards for handling and use, to assess and audit compliance, and to monitor regulatory developments for potential impact on university institutional controlled substance registrations.

A Registrant Designee has been appointed by the University President to administer the CS management program in compliance with federal DEA and NJ DCU regulations and University Policy. Principle Investigators requesting CS use in animal research will do so under the authority of an established NJ DCU and federal DEA Researcher Registration which has been approved by the Registrant Designee.

CS is procured centrally by Registration Coordinators though University Researcher or Practitioner registrations and delivered to centralized registration locations. The Unit Coordinator assigned to each location interfaces with investigators to address CS requests, storage and returns.
